We will get information on the following important issues.
Gujarat Budget 2025
To realize the resolution of Developed India-2047, the Honorable Prime Minister Shri Prereet GYAN – The focus has been on the development of the poor, youth, food givers and women power. So that Gujarat can make an important contribution in achieving this resolution.
The government gives priority to housing, food security, nutrition etc. for the development of the poor and the underprivileged. In this budget, there is a plan to provide more than 3 lakh houses for the poor to fulfill the dream of “Ghar nu Ghar”. I announce that in schemes like Pradhan Mantri Awas Yojana (Gramin), Dr. Ambedkar Awas Yojana, Pandit Deendayal Awas Yojana and Halpati Awas, the existing assistance of ₹ 1 lakh 20 thousand will be increased to ₹ 1 lakh 70 thousand with a nominal increase of ₹ 50 thousand per house.
Social justice and empowerment
A total provision of ₹6807 crore for the Social Justice and Empowerment Department
Provision of ₹717 crore for providing scholarships and uniform assistance to approximately 42 lakh students belonging to Scheduled Castes and Developing Castes studying in primary schools.
Provision of ₹520 crore for PM Yashasvi Pre-Matric and Post-Matric Scholarship Scheme.
Under the Foreign Study Loan Scheme, a loan of ₹15 lakh is provided at 4% for higher studies abroad, under which a provision of ₹100 crore is provided for Scheduled Caste students and ₹80 crore for developing caste students.
Under the Saraswati Sadhana Scheme, a provision of ₹84 crore is provided for providing free bicycles to 1 lakh 25 thousand girls studying in standard 9 from socially and educationally backward classes and economically backward classes and 13,600 girls from Scheduled Castes.
Provision of ₹20 crore for providing uniform assistance to approximately 2 lakh 22 thousand students of Scheduled Castes and Developing Castes studying in Balvatikas formed as per the new National Education Policy-2020.
Provision of ₹6.0 crore for providing motorized tricycles and joystick wheelchairs to the differently-abled.
A total provision of ₹170 crores under the Sant Surdas Scheme for the differently-abled.
With the approach of ensuring that students of all castes and classes live under one roof, a provision of ₹83 crore has been made for the construction of 9 Samaras Kanya and 11 Samaras Kumar hostels in 10 different districts. This will benefit approximately 13 thousand additional male and female students.
Provision of ₹831 crore for educational loans for studies in India and abroad and for self-employment oriented schemes for over 70 thousand beneficiaries.
Provision of ₹25 crore to provide 9% interest subsidy to beneficiaries belonging to Scheduled Castes and Scheduled Castes on loans taken through banks for vehicles, self-employment and higher studies in India or abroad.
Under the housing schemes of the department, the housing assistance provided to an estimated 21,500 beneficiaries belonging to Scheduled Castes, Socially and Educationally Backward Classes, Economically Backward Classes and Nomadic-Exempt Castes is increased by ₹50,000. For this, a provision of ₹400 crore has been made.
Total provision of ₹5120 crore for Tribal Development Department
Our government, guided by the ideology of Antyodaya, is continuously working for the all-round development of forest people. Under Vanbandhu Kalyan Yojana-2, an allocation of ₹1 lakh crore was announced in the year 2021-22 for the next five years. Under which ₹69,882 crore has been allocated by the end of March 2025. And this year an estimated ₹30,121 crore has been allocated. I am happy to say that with this allocation, we have achieved the target of ₹1 lakh crore.
Provision of ₹912 crore for construction of government hostels, Adarsh Residential School, Eklavya Model Residential School and Girls Literacy School.
Provision of ₹755 crore to provide post-matric scholarships to approximately 3 lakh students.
Provision of ₹547 crore for approximately 1 lakh students studying in 664 ashram schools.
Provision of ₹313 crore for an estimated 70 thousand students in 176 government hostels and 921 grant-in-aid hostels.
Provision of ₹233 crore under Dudh Sanjeevani Yojana.
There are a total of 167 residential schools in the state, including 48 Eklavya Model Residential Schools, 43 Girls Literacy Residential Schools, two Sainik Schools and 74 Adarsh Residential Schools. Expanding the scope of these, 4 new Eklavya Model Residential Schools will be started this year at Dolvan, Khergam, Netrang and Sanjeli. Thus, a total provision of ₹285 crores will be made for approximately 40 thousand students studying in these residential schools and for the new schools to be started.
Provision of ₹160 crore to provide scholarships to about 13 lakh pre-matric students.
Provision of ₹108 crore for uniform assistance to approximately 12 lakh students studying in Std. 1 to 8.
Provision of ₹15 crore to provide free bicycles to 33 thousand tribal girl students studying in standard 9 under Vidya Sadhana Yojana.
Provision of ₹125 crore under the Chief Minister's Adimjuth and Halpati Sarvangi Utkarsh Yojana.
The existing rates of stipend in government and granted industrial training institutions are being increased to ₹500 per trainee per month. For which a provision of ₹70 crore has been made.
Provision of ₹50 crore under Dhanvantari Arogya Rath Yojana.
Provision of ₹2914 crore for infrastructural improvement of more than 25 thousand classrooms of primary and secondary schools under Mission Schools of Excellence.
Provision of ₹1250 crore for Namo Lakshmi Yojana.
Provision of ₹782 crore for students admitted to private schools in the state under the Right to Education Act.
Provision of ₹250 crore to assist approximately 2 lakh 50 thousand students under the Namo Saraswati Vigyan Sadhana Yojana.
Provision of ₹223 crore for bus pass fee concession for students travelling in ST Corporation buses.
Provision of ₹200 crore for Gyan Shakti Residential Schools of Excellence.
The process of recruiting an estimated 22,000 more teachers in government primary schools, government and aided secondary and higher secondary schools is in progress.
Provision of ₹100 crore to assist approximately 75 thousand students under the Chief Minister's Gyan Sadhana Merit Scholarship.
Provision of ₹70 crore to assist approximately 90 thousand students under the Chief Minister's Gyan Setu Merit Scholarship.

Health and Family Welfare
Total provision of ₹23,385 crore for Health and Family Welfare Department
The state government is working to strengthen the health and well-being of all the people of the state with a goal of reducing maternal and child mortality by 50% by the year 2030. For this, I propose a provision of ₹23,385 crore, increasing the budget of ₹20,100 crore by 16.35%.
Gujarat has secured first place among all the states of the country in the Good Health and Well Being (SDG Index No.3) released by NITI Aayog for the year 2023-24.
Under the Pradhan Mantri Jan Arogya Yojana, a provision of ₹3676 crore has been made for cashless treatment for a total of approximately 2 crore 67 lakh people, including the elderly above 70 years of age, the poor and the middle class.
Provision of ₹1392 crore for GMERS-run medical hospitals.
Women and Child Development
A total provision of ₹7668 crore for the Women and Child Development Department
The role of women empowerment, one of the four pillars of GYAN, is important in the development journey of modern society. To strengthen the nutrition of women and children, the government has decided to qualitatively increase the physical and digital infrastructure of Anganwadi. Nutrition and health-oriented programs are being carried out for the overall development of adolescent girls.
Under the Ganga Swarupa Economic Assistance Scheme, a provision of ₹3015 crore has been made for monthly assistance of ₹1250 through DBT to financially assist widows.
Provision of ₹1241 crore for the honorarium of Anganwadi worker/Tedagar, Mini Anganwadi worker sister.
Under the Poshan Sudha Yojana, pregnant and lactating mothers are provided with a full hot meal, folic acid and calcium tablets once a day in 106 components of 14 districts of tribal areas. For this, a provision of ₹90 crore has been made.
Under the Supplementary Nutrition Scheme, a provision of ₹973 crore has been made to provide hot breakfast and meals in Anganwadi to children aged 3 to 6 years as well as take-home ration to children, adolescents and pregnant and lactating mothers.
Under the Chief Minister's Matrushakti Yojana, a provision of ₹372 crore has been made to provide two kg of gram, one kg of dal and one liter of edible oil to pregnant mothers per month for one thousand days.
Food, Civil Supplies and Consumer Affairs
Total provision of ₹2712 crore for the Department of Food, Civil Supplies and Consumer Affairs
The Pradhan Mantri Garib Kalyan Anna Yojana is proving to be a lifesaver for the underprivileged and poor families.
Provision of ₹767 crore for distribution of tur dal and gram to provide protein rich nutritious food to NFSA ration card holders.
Provision of ₹675 crore to provide food grains to approximately 75 lakh eligible families under the National Food Security Act-2013.
Provision of ₹160 crore to provide edible oil at subsidized rates twice a year to NFSA beneficiary families.
To encourage the consumption of millet, a provision of ₹37 crore has been made to pay an incentive bonus of ₹300 per quintal to the farmers in addition to the minimum support price, so that farmers get affordable prices on the purchase of millet.
Sports, youth and cultural activities
A total provision of ₹1093 crore for the Department of Sports, Youth and Cultural Activities

Provision of ₹125 crore for development of infrastructure of sports complexes in various districts of the state.
Provision of ₹33 crore for construction of Para High Performance Centre at Gandhinagar by Sports Authority of Gujarat.
Provision of ₹182 crore for the field of archaeology and museums
With the aim of developing ancient sites as tourist destinations and preserving cultural heritage, the conservation work of 12 protected monuments has been completed and another 4 new museums are under construction.
Provision of ₹138 crore for libraries
Provision of ₹16 crore to start new libraries at 71 taluka headquarters.
Roads and Building Department
Total provision of ₹24705 crore for Roads and Buildings Department
Roads and bridges play a very important role in the development of the state. In the coming time, there are plans to upgrade and construct the necessary and heavy traffic roads into high-speed corridors.
Provision of ₹5000 crore for the works of the Chief Minister's Gram Sadak Yojana.
Provision of ₹2637 crore for widening/resurfacing of around 150 roads connecting tourist destinations as per requirement.
Urban development
A total provision of ₹30,325 crore for the Urban Housing Department under the Urban Development Year
Our government is committed to creating smart, clean, beautiful and modern cities of choice, keeping citizens at the center.
The provision for the important Golden Jubilee Chief Minister Urban Development Scheme for urban infrastructure has been increased from ₹8,883 crore to ₹12,847 crore.
Provision of ₹3353 crore for providing financial assistance to urban local self-government bodies.
Provision of ₹2730 crore for Gujarat Metro Rail projects.
Provision of ₹1950 crore for water supply, drainage system, development of lakes, transport system, etc. under Amrut 2.0 Mission.
Provision of ₹1376 crore under the 15th Finance Commission for various development works in cities.
Provision of ₹1350 crore for providing housing to the urban poor under Pradhan Mantri Awas Yojana (Urban) and Pradhan Mantri Awas Yojana (Urban) 2.0.
Village development
Through Pradhan Mantri Awas Yojana (Gramin), more than 2 lakh 22 thousand houses have been constructed in the last 3 years for the homeless families living in the rural areas of the state. In this budget, it is planned to construct about two lakh houses. A provision of ₹1795 crore has been made for this.
Provision of ₹30 crore for providing assistance of up to ₹1 lakh per beneficiary to purchase plots for plot-less beneficiaries of villages where village land is not available under Pradhan Mantri Awas Yojana (Gramin) and PM-Janman Yojana.
Provision of ₹1129 crore to provide employment under Mahatma Gandhi National Rural Employment Scheme.
A total of 17752 villages in the state have achieved ODF Plus status. The innovative initiative of Gobardhan Project will convert waste into energy and will also empower women. For which a provision of ₹630 crore has been made.
Water resources
A total provision of ₹25,641 crore for Narmada, Water Resources, Water Supply and Kalpsar Department
Total provision of ₹13,366 crore for Water Resources Department
A total of ₹3547 crore has been provided, including ₹1334 crore for the Sujalam Suflam Pipeline Project, ₹813 crore for the Sauni Project and ₹1400 crore for the Kutch Project, to divert the water of Narmada flowing into the sea to the dry regions of North Gujarat, Saurashtra and Kutch.
Provision of ₹1522 crore for expansion, improvement and modernization of existing irrigation infrastructure.
More than 1 lakh 87 thousand check dams have been constructed to stop water flowing into the sea during the monsoon. Further to this, a provision of ₹832 crore has been made to construct 326 large check dams-weirs next year.
Out of the total 14 weir-barrages planned to be constructed on the Sabarmati River, five weir-barrage works have been completed while 3 works are under progress. A provision of ₹750 crore has been made to complete the remaining 6 works.
Provision of ₹813 crore for reservoir based irrigation scheme. Out of which ₹548 crore is provided for tribal areas.
Provision of ₹501 crore for dam safety.
A provision of ₹1250 crore has been made in this budget to enable farmers to achieve higher agricultural production by using micro irrigation. This will cover an area of approximately 2 lakh hectares and about 1 lakh 25 thousand farmers in the state will get its benefit.
Rental plan
A barrage project is under progress in Bhadbhut village of Bharuch district to prevent salt water from entering the Narmada river. A provision of ₹876 crore has been made for this.
Sardar Sarovar Project
The Narmada project, which has made an invaluable contribution to the prosperity of Gujarat, provides water for domestic consumption to 10,453 villages and 190 towns in the state. A provision of ₹5979 crore has been made for this.
Provision of ₹875 crore for increasing irrigation facilities in Nalkantha area of Ahmedabad district.
Provision of ₹501 crore for canal expansion and development works in the command area of Narmada Project.
Provision of ₹300 crore for solar projects at a total of 14 locations at pumping stations and hydropower stations of Saurashtra and Kutch branch canals.
The establishment of a state-wide water supply grid has ensured access to quality drinking water for the people. This is a major achievement of the state government. Various water supply schemes have been implemented from Ambaji to Umargam to ensure water supply in the hilly and remote villages of the 14 districts of the tribal area of the state.
Works worth an estimated ₹866 crore are under progress under the Dang District Group Water Supply Scheme, which covers a total of 276 villages and 3 cities in the tribal area of Dang district.
Establishment of 10 new laboratories at taluka level and provision of ₹16 crore for existing laboratories to further strengthen the quality and regulation of drinking water.
Ports and transportation
Total provision of ₹4283 crore for Ports and Transport Department
Our government is constantly working to provide fast, safe, environmentally friendly, and convenient transportation services to the people.
Provision of ₹766 crores for placing a total of 1850 new buses, including 1450 deluxe and 400 midi buses equipped with modern technology, in the service of the public.
Keeping in view the convenience of the passengers, 200 new premium AC buses and 10 caravans will be put into operation. A provision of ₹360 crore will be made to connect 25 tourist and pilgrimage destinations through these buses.
Provision of ₹291 crore for modernization of new depot-workshop and bus station.
A total provision of ₹185 crore for the multi-modal transport hub project being built in Surat.
Recruitment of a total of more than 11 thousand candidates in the ranks of driver - conductor - mechanic and clerk is in progress at the corporation.
Industry and mining
Provision of ₹8958 crore for industry and mining.
Gujarat has implemented new policies for MSME, manufacturing and startups to encourage new industries as well as attract investors.
Provision of ₹785 crore for ongoing deep-sea projects at Ankleshwar, Sarigam, Vapi and Surat as well as new deep-sea projects at Ahmedabad, Jambusar and Saykha.
Provision of ₹290 crore for developing a bulk drug park at Jambusar, Bharuch and ₹225 crore for raw water supply through a 42 km long pipeline, totaling ₹515 crore.
Provision of ₹300 crore for Assistants for Raw Water Supply Pipeline Project at Navsari on PPP basis with the Government of India under PM Mitra Park.
Provision of an estimated ₹200 crore for integrated residential township as well as social infrastructure facilities such as hospital, school, fire station at Dholera Special Investment Region.
Agriculture, Farmer Welfare and Cooperation

Gujarat has created a unique identity in the entire country through the continuous development of agriculture and allied sectors. The state's food supplier has become prosperous through various farmer-oriented schemes.
Gujarat has achieved first place in the country by completing the Farmer ID generation of more than 34 lakh farmers under the Farmer Registry Project.
Provision of ₹10613 crore for electricity assistance to farmers.
Provision of ₹800 crore for tractor purchase assistance to cover maximum farmers under agricultural mechanization.
Provision of ₹122 crore to increase farm mechanization assistance for all tribal and scheduled caste farmers of the state under the mini tractor based scheme of agricultural mechanization.
Provision of ₹590 crore for assistance in purchase of various implements for agricultural mechanization.
Provision of ₹82 crore for a scheme to promote the use of advanced drone technology in the agricultural sector and increase the seed replacement rate.
Horticulture
Provision of ₹605 crore under the Annual Development Programme for the schemes of the Horticulture Department.
Provision of ₹30 crore for setting up village/group level collection units and solar cold room units for value addition of horticultural crops.
Provision of Rs. 5 crore to increase cold storage capacity for forest workers.
Agricultural education
To intensify agricultural research and education activities under the State Agricultural Universities, a new Agricultural College will be established at Jamnagar and an Agricultural Engineering College at Tharad. A total provision of ₹1000 crore will be made for the infrastructure, administration and special research programmes of the Agricultural Universities.
Natural agriculture
Provision of ₹316 crore for various activities of natural agriculture.
Provision of ₹90 crore for National Mission on Natural Farming.
Provision of ₹10 crore under the cow-based bio-input scheme to increase the scope of natural agriculture in the state.
Animal husbandry
Animal husbandry farmers get maximum benefit from various government assistance schemes such as establishment of dairy farms, establishment of goat units, poultry farming, cattle sheds for animals, and assistance for fodder.
A total provision of ₹475 crore has been made under the Chief Minister's Cow Mata Nutrition Scheme.
Fencing will be made to protect the pastures and drip irrigation will be arranged to enable the cultivation of fodder in them. In addition, plans will be made to equip the cowsheds with infrastructure facilities such as water, electricity, etc.
Fishing industry
Provision of ₹360 crore for creating infrastructure facilities at the notified 104 fish landing centres of the state.
Provision of ₹353 crore for the Prime Minister's Fisheries Scheme.
Provision of ₹350 crore to pay diesel subsidy.
Information and broadcasting
Total provision of ₹362 crore for the Information and Broadcasting Department
The Honorable Chief Minister launched the “Mari Yojana” portal on Good Governance Day-2024 with the aim of making information about various public schemes available to the common citizens on a single digital platform. In which information about 680 public schemes of the state government has been made available.
Provision of ₹22 crore for displaying information about various government schemes through 'Digital Display Series Exhibition' at all District Collector offices, DDO offices and Municipal Corporation offices.
Forest and Environment
Total provision of ₹3140 crore for Forest and Environment Department
The state government is committed to achieving the goal of Net Zero and protecting the environment along with conserving forests and wildlife for an “eco-friendly future, eco-friendly economy”.
Provision of ₹655 crore for the development, conservation and enhancement of forests.

Provision of ₹987 crore for providing new agricultural electricity connections in tribal and other areas.
Provision of ₹132 crore for providing new agricultural electricity connections and ₹250 crore for setting up new sub-stations under Sagarkhedu Sarvangi Vikas Yojana.
Provision of ₹50 crore for development of Electric Vehicle (EV) charging infrastructure facilities in the state.
Provision of ₹936 crore for upgradation of infrastructure facilities and smart meter scheme for strengthening the power distribution system under the Revised Distribution Scheme.
Provision of ₹160 crore for setting up new sub-stations in tribal areas.
Provision of ₹245 crore under Vanbandhu Kalyan Yojana-2 to provide consistent and quality electricity using modern technology.
